Video posted to Facebook on Halloween shows a New York Police Department vehicle that was covered with trash while passersby gleefully taunt the officers who were cleaning it up by saying ‘trick or treat, m***** f*****s!’
The amateur video was filmed on cell phone by an individual who passed by the vehicle that was parked on the corner of East 95th Street and Clarkson Avenue in the Brownsville section of Brooklyn.
In the video, a number of residents and passersby are heard laughing and mocking the two uniformed officers who are removing the trash from their vehicle.
‘This is what happens in the hood. Police get trash,’ says the man filming the video.
‘Trick or treat!’ 

One of the officers who is seen cleaning up the trash appears annoyed, saying: ‘A lot of people call 911 in this neighborhood. They’re holding us up.’
Ed Mullins, president of the NYPD Sergeants Benevolent Association police union, suggested that a new community policing initiative may be to blame.
'The video depicts a few people who don’t realize the seriousness of delaying a police officers ability to respond to emergencies,' he said.
'I have to question if this behavior is a result of the NYPD's community policing program, which has made cops act and behave like clowns and made them targets for water tossing, mischief to vehicles and now delaying emergency responses.' 
The neighborhood policing initiative is designed to 'improve communication and collaboration between cops and community' with the goal of boosting 'trust, collaboration, and safety.' 
On Facebook, users left comments that echoed the sentiments of the locals in the neighborhood.

The trashing of an NYPD vehicle is the latest in a string of incidents captured on social media showing locals disrespecting police.
Over the summer, there were at least five recorded instances in which officers were doused with water.

Police arrested and charged at least four men who were filmed spraying water on traffic cops and other officers in the Bronx, Harlem, and Queens.
The viral videos of these incidents enraged lawmakers, particularly Republicans, who called for stiffening criminal penalties.
President Trump on Friday alluded to the incidents in a tweet, accusing the Democratic leadership in New York of failing to adequately support police.
‘I love New York, but New York can never be great again under the current leadership of Governor Andrew Cuomo (the brother of Fredo), or Mayor Bill DeBlasio,’ Trump tweeted.
‘Cuomo has weaponized the prosecutors to do his dirty work (and to keep him out of jams), a reason some don’t want to be in New York, and another reason they are leaving.

It was learned on Thursday that Trump and his wife, First Lady Melania Trump, officially filed a ‘declaration of domicile’ in September, which officially changed the couple’s place of residence from New York to Florida.
Since becoming President, Trump has drawn scrutiny from investigators in New York.
In September, it was reported that prosecutors in the state are examining if the Trump Organization violated state law in connection with payments made to two women who claim to have slept with Trump over a decade ago.
In March, the office of Attorney General Letitia James subpoenaed documents from Deutsche Bank and Investors Bank as part of an investigation into a number of Trump Organization projects.
Investigators are also looking into Trump’s failed bid to buy the NFL’s Buffalo Bills franchise in 2014.
The investigation was launched after Trump’s former personal attorney, Michael Cohen, testified before Congress that his onetime boss ‘inflated’ the value of his assets so that he could obtain loans for investments.
